Job Description:

The Enforcement team investigates and, where appropriate, recommends and acts against firms and individuals that do not comply with Jersey’s regulatory framework. In doing so, the Enforcement team supports the work of the JFSC by protecting and enhancing the reputation of Jersey as a safe and well-regulated international finance centre. Enforcement works with a range of internal and external stakeholders that include: Internal stakeholders: Intelligence Unit, Companies Registry, Supervision Division, Legal and Policy divisions, Executive Directors and the JFSC’s Board of Commissioners.

External stakeholders: Regulated and supervised firms and individuals, members of the public, States of Jersey Police, Law Officer's Department, overseas regulators and the Government of Jersey.

Main duties and responsibilities

  • Proactively identify and respond to developing international and domestic Enforcement activities.
  • Monitor for updated standards, guidance and enforcement policy and legislative initiatives both locally and in other jurisdictions, to include the United Kingdom and other Crown Dependencies, in order for the JFSC Enforcement activities to remain current and lawful, along with demonstrating best practice.
  • Lead and co-ordinate all consultations required to update the JFSC enforcement policy, including assisting the Executive Director of Enforcement with Scrutiny/Government meetings, where required.
  • Continually assess the effectiveness of the Decision-Making Process (the DMP). Making recommendations where appropriate. This will include debriefing cases with the Board and case officers to assess how the DMP is working in practice.
  • Contribute to the development of the Enforcement strategy and, at times and where appropriate, the wider JFSC strategy.
  • Make regulatory decisions, in line with the JFSC’s delegated powers. This means you will be an independent reviewer on Enforcement cases, from time to time.


Essential

  • A comprehensive understanding of the Jersey regulatory requirements
  • Recent experience working in regulatory investigations or experience working with the best practice principles of investigation and decision-making
  • A focussed, disciplined, and analytical approach to work
  • Excellent communication skills, especially with respect to report writing
  • Self-motivated with a high level of drive, energy and personal commitment to success
  • Ability to work well in a team environment
  • A legal background and experience in law is desirable
